Richland Wilkin JPA approves $50,000 upfront and higher annual commitment for Bois de Sioux golf course

Fred Strege asked the Richland Wilkin Joint Powers Authority on March 19 to modify the previously approved development agreement for the Bois de Sioux golf course after the low construction bid came in higher than expected.
Strege said the low bid totaled $1,255,000 and that the City of Wahpeton is willing to contribute $205,000 toward project costs up front. Strege requested the JPA pay $50,000 up front and increase its annual commitment from $45,000 to $50,000 to help cover the shortfall.
Board member Perry Miller moved to approve the requested modification; Nathan Berseth seconded. The motion carried by a unanimous roll call vote of the four board members present.
The modification does not change the advertised project bid amount but adjusts the JPA’s upfront contribution and annual payment commitment to bridge the funding gap identified by the staff presentation. Strege’s office will coordinate with the city on the upfront payment schedule and next contractual steps.
The board did not take further action on detailed contract language during the meeting; staff and counsel will implement the modification per the board’s approval.
