City representatives Sydney Wiertzema and Jason Butts described how the proceeds would support access and site infrastructure for the development. The board approved the loan on terms that include a 20-year repayment schedule, no interest for the first two years and 2% interest thereafter, with annual payments. The loan is unsecured and the board specified that proceeds must be used for the infrastructure items described in the city's application. The board did not adopt any loan forgiveness terms at this meeting.
Board members debated the structure and incentives during discussion but did not finalize forgiveness options. Fred Strege disclosed a conflict of interest, stating he is currently doing work for Mike Yaggie and The Infinity Center; the disclosure was noted during consideration of the application. Jon Braton moved to approve the loan; Klindt seconded and the motion carried by unanimous roll call.
The decision sends the City of Breckenridge a committed source of funding for the Infinity Center-related infrastructure, while leaving open the question of whether future meetings will consider forgiveness or other incentive structures. The board did not set additional conditions beyond the loan terms described at the meeting.
