Floyd County supervisors elect chair, approve depositories, staffing and construction-evaluation resolution

The board approved a slate of routine organizational actions, including naming the Charles City Press and the Nora Springs-Rockford Register as the county's official newspapers and adopting the county's investment policy with no changes. The supervisors also approved Res. #02-26 setting staffing levels for elected offices and directed the auditor to publish gross wages for county employees for calendar year 2025 as part of the minutes.
In a key regulatory move, the board adopted Res. #03-26, a construction evaluation resolution under Iowa Code §459.304(3). The resolution directs the county to review and recommend approval or disapproval of confinement feeding operation construction permits received between Feb. 1, 2026 and Jan. 31, 2027 using the state's master matrix; it also authorizes the county to contest Department of Natural Resources decisions on those applications. The minutes record the roll call on Res. #03-26 as Ayes: Rottinghaus, Campbell, Carr; motion carried 3-0.
The board approved Res. #01-26 naming official depositories for county funds and specifying maximum deposit amounts for certain offices, listing First Security Bank & Trust (Charles City) and Two Rivers Bank (Burlington) with the amounts shown in the minutes. The transcript records the roll call for Res. #01-26 as “Ayes: Carr, Rottinghaus. Campbell obtained; motion carried 2-0.” That phrasing is present in the official minutes and is ambiguous about Supervisor Boyd Campbell’s recorded vote; the minutes also provide the full depository amounts for the Treasurer, Sheriff and Recorder.
Supervisors approved several appointments to regional and county boards: Todd Schriever was confirmed as Floyd County Veteran Affairs Executive Director; Sharon Enabnit and JR Ackley were named as the NIACOG city and non-elected representatives respectively; Patrick Gebel was appointed to the NIACOG Revolving Loan Fund Committee; Conservation Director Adam Sears and County Engineer Adam Miller were appointed to Map21-related boards; Brian Tiedeman was appointed to the Civil Service Commission to complete a term through June 30, 2031; and Dr. Scott Hansen was appointed to the Health Board for a three-year term. All of these motions are recorded as carried 3-0 in the minutes.
The board also authorized Supervisor Boyd Campbell to serve as power of attorney for county business with the Farm Service Agency for 2026, and designated Chair Gloria Carr and Auditor Morrigan Montagne as authorized business officers for county Visa credit cards; Auditor Montagne and Amanda Theilen were authorized to manage the county's eZBusiness account.
