Middletown council adopts codified ordinances, appoints planning commissioner and approves treasurer's report

The Town of Middletown Town Council met Jan. 12 and carried three formal actions: it approved the treasurer's report, adopted a revision and codification of the town's ordinances, and appointed Jennifer Favela to the Planning Commission by a 4-1 vote.
Mayor Charles Harbaugh IV asked for motions to set the agenda and to handle routine business. Councilor George Smith moved to amend the agenda to add the Planning & Zoning appointment; Councilor Carolyn Aliff seconded and the council unanimously set the amended agenda.
Councilor Jacob Skeith moved to approve the Treasurer's Report; Councilor Diane Newman-Shannon seconded. The council approved the report by roll call, with five yes votes and one councilor absent.
The council next considered an ordinance described in the meeting as "an ordinance adopting a revision and codification of the ordinances of the Town of Middletown." Councilor Diane Newman-Shannon moved for adoption; Councilor George Smith seconded. A roll-call vote recorded five yes votes and one absence, and the ordinance was adopted.
On the Planning & Zoning matter, Councilor George Smith moved to appoint Jennifer Favela to the Planning Commission; Councilor Jacob Skeith seconded. The council approved the appointment 4-1, with Councilor Jeffrey Pennington recorded as the lone dissenting vote.
In committee reports, Councilor Jeffrey Pennington noted that calls for service were included in the meeting packet. Chief Gary Benedict Jr. reported that K9 Edo was used in three positive alerts while on duty, providing a brief operational update for the police department.
Under petitions and communications, the mayor and council presented a $25,000 donation to Chief Dalton on behalf of the Middletown Volunteer Fire & Rescue; the presentation was recorded as council business. Mayor Harbaugh then adjourned the meeting at 7:12 p.m.
