Floyd County BOH recommends nuisance ordinance changes to Board of Supervisors to address deteriorating properties

The Floyd County Board of Health voted Jan. 5 to recommend that the Board of Supervisors adopt proposed amendments to the county Nuisance Ordinance (2007-3) and the Board of Health Ordinance (137).
Jessy Willadsen presented three changes: two updates to the Nuisance Ordinance, including a new "Inadequate Maintenance" category for listed nuisances, and an update to the Board of Health Ordinance to classify violations and penalties as county infractions. Willadsen said the updates would align the county ordinances more closely with Iowa Code and would provide the board and county tools to address deteriorating structures, citing the 1539 Rock Grove property as an example.
Denise Pavlovich moved to recommend that the Board of Supervisors adopt the proposed violation-and-penalty amendments to both ordinances and add the inadequate maintenance provision to the Nuisance Ordinance. Joanne Robinson seconded the motion and all members present voted aye.
The recommendation does not itself change enforcement authority; final adoption and any ordinance text will be acted on by the Board of Supervisors. The board also noted staff time spent researching ordinance language in connection with the abandoned-property petition for 1539 Rock Grove.
