Floyd County Board of Health approves FY2027 budgets, refers E911 wage request to supervisors

The Floyd County Board of Health approved its FY2027 budgets and reorganized leadership at a Jan. 5 meeting, while referring a wage increase request for the county’s E911 department head to the Board of Supervisors for joint consideration.
Dr. Lisa Kapler called the meeting to order at 6:30 p.m. and the board approved the agenda and Nov. 17, 2025 minutes. The board elected Dr. Lisa Kapler as chair and, according to the minutes, Joanne Robinson secured the vice chair position in a 3-2 vote; five members were recorded as present at the meeting.
Gail Arjes, Floyd County Public Health/Home Health Care, reviewed year-to-date figures through November and said November payments were received in early December and therefore were not reflected on the report. Arjes presented the Public Health FY2027 budget; county IT licensing allowed the removal of a previously listed $30,000 IT expense, and wages were adjusted to reflect a 2% increase at the request of the Board of Supervisors. The board voted to approve the Public Health FY2027 budget as presented.
Jessy Willadsen, Floyd County Environmental Health, presented a revised FY2027 budget that included a 2% salary increase for Jennifer Solomon and for himself. Willadsen reported a total FY2027 budget of $149,621 and estimated revenue of $71,050; the minutes do not specify whether that total is for the entire public health department or a departmental subset. Denise Pavlovich moved to approve the budget as presented; Joanne Robinson seconded and the motion carried unanimously.
During the environmental health portion of the meeting Jennifer Solomon requested a wage increase from $23.50 to $25.00 per hour and Willadsen noted Solomon also serves as the E911 department head. Board members questioned whether the Board of Health should be the primary body setting the wage when the BOH funds roughly 35% of the position. Joanne Robinson moved to refer the wage decision to the Board of Supervisors with a recommendation that input be gathered from the Board of Health, the E911 Board, and the Board of Supervisors; Denise Pavlovich seconded, and the board voted to refer the matter.
The meeting minutes contain inconsistent spellings for some participants (the attendance roster lists “Dr. Lisa Kapler” and “Denise Pavlovich”); this article uses the roster spellings and notes the minutes alternately render those names differently in a couple of lines.
The board scheduled its next meeting for March 16, 2026, at 5:30 p.m. at the Floyd County Public Health office at 1003 Gilbert St., Charles City. The minutes were taken by staff and will be kept on file.
