Council approves Bellatonna preliminary plat after hours of stormwater debate

The City Council approved the preliminary plat for the Bellatonna addition and adopted a companion rezoning to correct parkland mapping after a lengthy presentation by developer representative Sean Reager and a technical briefing from SMC Engineering.
Reager told the council the rezoning (item 28) corrects a 2013 mapping error so the existing park’s zoning matches its built location and asked the council to approve a preliminary plat update for roughly 104 acres and about 403 single‑family lots.
Council members and nearby residents pushed back on stormwater and drainage concerns. Chris Anderson of SMC Engineering presented hydrology modeling for the watershed that drains the area (about 129 acres). Anderson said the model used standard runoff factors (undeveloped 0.4, residential 0.7) and reported a modeled Q100 (100‑year flow) of 272.62 cubic feet per second before the proposed changes and 272.77 CFS after — an increase of about 1.15 CFS. Anderson said the small numerical increase reflects removing about 3.08 acres from the affected drainage area while adding approximately 2.23 acres of residential runoff and that final mitigation will be evaluated at final‑plat and construction plan review.
Residents and several council members said past failures of enforcement (silt fencing and erosion control) left neighbors skeptical that promised protections will be carried out. Cindy Rogers and others urged the council to require stronger on‑site mitigation and enforcement. City staff explained that inspectors and a cross‑department “Doers” group monitor construction and that final plat approval depends on verified inspections and compliance.
The council approved item 28 (parkland rezoning correction) unanimously on second and final reading and approved item 29 (preliminary plat) by a vote of 7–1, with Council member Kirby voting no. Staff said final plat review and routine inspections will be used to enforce silt fencing and sediment control during construction.
