Committee advances Bill 16 (CD1) to tighten enforcement for routinely stray dogs

The Committee on International Legal Affairs recommended Bill 16, as amended to CD1, be reported out for second reading and scheduling of a public hearing after testimony from city staff and the Hawaiian Humane Society.
Kim Hashiro, director of the Department of Customer Services, told the committee CSD supports CD1 and noted the department would need to establish the required administrative roles before civil penalties take effect. Hashiro said those steps are part of the department’s implementation plan for the ordinance.
Stephanie Kendrick of the Hawaiian Humane Society testified in person in strong support of CD1, saying the measure addresses enforcement barriers the organization and the community face when dealing with dogs that are routinely stray. Kendrick told the committee the bill would increase accountability and reduce community frustration by clarifying enforcement procedures.
Councilmember Okimoto thanked Hashiro and the Humane Society for working with the council on the measure and said the bill builds on prior animal‑safety work. After no recorded opposition in committee, the chair recommended reporting Bill 16 (CD1) out for second reading and scheduling a public hearing.
