Rolla council recesses to notify owners after review of omitted-property valuations

Mayor Kevin Juntunen called the Rolla City Council to order on April 15, 2026, where the council convened as the Board of Equalization to review four omitted-property assessment filings.
Rolette County Tax Director Wendy Belgarde and Rolla City Assessor Rebecca Albert presented the filings and recommended procedure. The properties and proposed increases in assessed value were: Matthew and Marian Peterson, $15,000; Brad Disrud, $11,500; Booth Inc., $14,100; and Tyler Bergsrud, $229,200. Staff reported a True and Full Valuation of $61,861,971 for the city.
Belgarde and Albert reviewed sales ratios used to evaluate assessment levels, saying residential sales ratios ranged about 97%–136% and commercial sales ratios were about 89.5%. They told the board that Rolla’s overall assessment level remained above the North Dakota 90% requirement and recommended no immediate increase in the citywide tax rate based on those figures.
Councilmember Paul Frydenlund moved to recess the Board of Equalization so that assessment notices could be mailed and affected property owners would have two weeks to come in and discuss the proposed assessments before values are finalized on the 2026 tax roll. Councilmember Damond Schemmel seconded the motion. On roll-call vote all members present voted “AYE,” and the motion carried unanimously.
The board recessed to allow staff to send notices and finalize assessments after the notice period. The Board of Equalization adjourned at 5:25 p.m.; minutes were attested by Mayor Kevin Juntunen and City Auditor Tara McDougall.
The action temporarily delays final assessment updates while providing property owners an opportunity to contest or discuss the proposed omitted-property valuations. No formal reassessments or tax rate changes were adopted at the meeting.
