The Rolla City Council on Feb. 18 advanced several Administrative Committee recommendations, including a first reading of an ordinance to allow a City Council Student Representative and adoption of a Cell Phone and Mobile Device Policy that provides a $50 monthly reimbursement for employees who use personal devices for work.
Member Counts reported the Administrative Committee’s actions and the council approved the ordinance’s first reading on a motion by Counts. The council also approved the mobile-device reimbursement policy on a motion by Counts and seconded by Alex Albert.
The council approved an NDIRF endorsement to add Public Sewer Back-up and Water Main Break coverage for an additional $10,000 in coverage on a motion by Alex Albert, seconded by Clarence Booth.
On vacation leave, the council authorized a policy change to permit payout of hours exceeding the 240-hour carryover limit on an employee’s anniversary date after five continuous years of service; the payout is to be made at the employee’s regular rate of pay. The motion passed with Paul Frydenlund recorded as voting Nay and other members voting Aye.
Why it matters: the student-representative ordinance would create a pathway for a student voice in council work; the cell-phone policy standardizes employee reimbursement for work use of personal devices; the vacation payout rule changes accrued-leave management for long-serving employees; and the NDIRF endorsement adjusts the city’s risk coverage for sewer and water events.
Next steps: the student-representative ordinance will return for subsequent readings before becoming law; staff will implement the device reimbursement and process administrative changes for vacation payouts and insurance endorsements.
