Belton council clears contracts and easement authority for road and sewer projects

Belton City Council approved several infrastructure actions including an intergovernmental agreement for North Cass Parkway, authorization to acquire easements and right-of-way for Markey Road improvements, and a contract for sewer inflow-and-infiltration work.

On final reading, council approved Bill 2026-32, accepting a cooperative agreement with Cass County and associated funds for design and construction of North Cass Parkway. Council completed roll-call voting and the motion passed.

Council also authorized staff to begin negotiations to acquire temporary construction easements, permanent easements and rights-of-way for roadway and utilities work on Markey Road from North Scott Avenue to Guerra Road. Staff explained the ordinance authorizes negotiation and, if necessary, condemnation to acquire needed parcels; council members sought and received clarification on the map legend and how black and yellow areas relate to acquisition needs.

For sewer infrastructure, staff recommended and council approved a contract with SAK Construction LLC for the Basin 7 inflow-and-infiltration project. Staff said the ongoing program has reduced peak flows to the Little Blue Valley Sewer District treatment plant from as high as 7 million gallons per day down to averages of roughly 2–2.5 million during rainfall events; SAK’s experience on prior similar work was the deciding factor despite a small bid difference.

Council voted on each item during the meeting; staff will proceed to negotiate easement agreements and to execute and manage the SAK contract for sewer rehabilitation.
