Wastewater plant design advances; town weighs pre-purchasing long-lead equipment to save costs

The design team said the project is at roughly 6% design and that Black & Veatch is helping identify three procurement options, including pre-purchasing some equipment to reduce long-term costs and lead-time risk. Staff said option 2 or 3 could be more cost-effective if the town can allocate some cash earlier to buy equipment whose lead times are lengthy. Participants discussed warranty and storage issues for pre-purchased equipment and asked engineers to obtain semi-final numbers for board review.
Staff said the town expects to continue toward a public hearing in September on the broader project and that engineering will present updated cost modeling as it becomes available. The board asked staff to provide a progress update at the next select-board meeting and to coordinate with the budget advisory committee on funding timing.
