At its July 13 meeting, the Freehold Borough Council held second‑reading public hearings and adopted several bond ordinances to authorize capital spending and equipment purchases.
The council adopted Bond Ordinance 2026/13, described in the hearing as "providing for various capital improvement and the acquisition of various capital equipment, appropriating $3,824,303, and authorizing the issuance of $1,908,123 in bonds and notes to finance a portion of the cost thereof." The public portion drew no substantive opposition and council adopted the ordinance by roll call.
Council also adopted Bond Ordinance 2026/14 for water and sewer utility improvements and equipment, and Bond Ordinance 2026/15 providing for parking improvements and acquisition of a vehicle (appropriation stated as $727,000). During discussion members clarified that parking revenue will be used to repay parking‑related debt and that the vehicle and lot resurfacing will be funded out of those parking funds.
Each ordinance passed on roll calls recorded in the meeting minutes. Council members who spoke emphasized using parking revenues and grant funds to avoid general taxpayer burden for these projects.
Next steps: staff said they expect to advertise and bid projects (road resurfacing and park bids) and to bring contract awards to council in August for action where appropriate.
