The Chino Valley Town Council approved a $35,000 budget transfer from general-fund contingency to the engineering water-resources consultant budget and authorized an amended and restated professional services agreement with Mark Holmes LLC for water-resources consulting services.
Executive analyst Jesse Soderberg presented the amendment and restatement, noting Mark Holmes has served as the town's water-resources consultant for nine years. The contract changes for fiscal year 2026-27 include an hourly rate increase to $90 per hour and an annual maximum of $105,000; the FY27-28 hourly rate shown in the amendment is $95 per hour with annual maximums rising by $5,000 each year thereafter. Soderberg said the $105,000 figure is a maximum, not guaranteed pay, and that the contract aggregate cited in the presentation is $575,000.
Council approved the combined budget transfer and contract amendment on a single motion by unanimous roll-call vote.
Staff said the revised contract clarifies reporting to the town manager, establishes annual performance reviews, updates invoicing procedures and sets a 60-day termination provision. The town will monitor hours and performance against the new maximums.
