Port Royal council approves $30,000 for DEQ borehole, updates town code and approves subdivision

Town Manager Tim Smith told the council he had drafted a construction agreement for the geophysical borehole and would forward it to the town attorney for review. Councilmember Donna Wilkerson moved that the $30,000 required by the Virginia Department of Environmental Quality be paid from the town’s general fund for the current fiscal year; Councilmember Nathanael Ulfers seconded and the motion passed unanimously, 4-0.
The council also approved a proposal from Town Attorney Mark Flynn to update the Town Code for up to $2,000. Wilkerson moved that Flynn prepare a draft update for that amount; Angela Golden seconded and the motion passed unanimously, 4-0.
On land-use matters the council approved the plat for a 25-acre portion of a 38-acre parcel off Edmont Road (the "Hicks" subdivision) and instructed the mayor to execute the plat on the town’s behalf. Angela Golden moved to approve the plat; the motion passed unanimously, 4-0.
Council recommended three residents—Nancy Long, Kent Farmer and Bill Henderson—to the Caroline County Circuit Court to serve on the Board of Zoning Appeals, with Doug Black named as alternate; that recommendation also passed by unanimous vote.
