Beaver Borough Council approves hire, grant applications, equipment and fee changes

At its June 9 meeting Beaver Borough Council approved hiring a part-time officer who will also assist with code enforcement, authorized two PennDOT crosswalk grant applications, approved vehicle upfit and facility contracts, and adopted an increased rental rate for the Pool House Civic Center effective Jan. 1, 2027.
Beaver Borough Council on June 9 approved a package of routine municipal actions, including the hiring of a part-time police officer/code enforcement assistant, two PennDOT traffic-signal grant applications, invoice and contract approvals for vehicle equipment and building repairs, and a change to the Pool House Civic Center rental rates.
The council approved Tom Hamilton’s motion to hire Shawn Young as a part-time police officer who will also assist with code enforcement duties. Compensation was set at $26.50 per hour for police duties and $23.00 per hour for code enforcement; the motion was seconded by Councilmember Whitney Learn-Conjeski and passed by voice vote with Councilmember Bob Bickerton recorded as an abstention.
Councilmember Michael Deelo moved to approve Resolution 2026-05 authorizing submission of a PennDOT traffic signal application under the LSA grant and authorizing the Borough Engineer to sign the application; Tom Hamilton seconded the motion and it passed by voice vote. Deelo later moved approval of Resolution 2026-06 for a separate PennDOT TASA traffic-signal application, seconded by Phil O’Shaughnessy; that motion also passed by voice vote.
Other approvals included: Team Force invoice #356-9344 for upfitting a 2026 Ford police vehicle with emergency equipment ($17,308.42); the Beaver County Drug Task Force and Beaver County Emergency Services Unit agreements; a quote from Abbey Carpet & Floor for subfloor and carpet improvements at the borough building ($15,561.00); and payment to Joseph Brunner, Inc. for the 2026 Spring Clean-Up program ($16,906.80). All of these motions passed by voice vote.
Council also approved an amendment to the Borough fee schedule raising the Pool House Civic Center private-event rental rate to $450 for Monday–Thursday events and $550 for Friday–Sunday events, with the revised rates to apply to events scheduled on or after Jan. 1, 2027. The motion was made by Councilmember Whitney Learn-Conjeski, seconded by Phil O’Shaughnessy, and passed by voice vote.
The meeting record shows no roll-call tallies; motions were decided by voice vote unless otherwise noted. The council adjourned at 9:00 p.m.
