Council weighs weight limits, possible closure for Eureka Avenue and agrees to consider Columbus request to buy plans

Forest Lake public works staff told the council that residents have asked the city to post a weight‑limit on Eureka Avenue because the route has been carrying heavy detour traffic, including concrete trucks. Staff noted posting a weight limit would require a council resolution and engineering recommendations, and explained enforcement challenges: Washington County or state patrol certified scales and personnel would likely be required.

"You could probably put a sign up there," a council member said, "but enforcement would be problematic," and staff agreed that signs mainly cause voluntary compliance unless county or state enforcement is arranged. Staff recommended returning to council with an engineered weight recommendation and an enforcement plan.

Council and staff also discussed staging the road work and placing a surcharge (aggregate layer with Jersey barriers) once MnDOT reopens Highway 97. Staff outlined a tentative schedule: surcharge material placement in late August or early September and construction in 2027, with final wearing course in 2028; MnDOT was said to be targeting an October reopening but the timing could affect contractor pricing and material sourcing.

Separately, the neighboring City of Columbus asked to purchase plans and specifications for its portion of the jointly developed Eureka project. Staff described a linear‑foot cost allocation and recommended charging Columbus approximately $67,209.32 for the Columbus portion (1,300 feet of the total 7,143‑foot project), with a formal agreement to be drafted by the city attorney.

Council members expressed concern about safety, parking on shoulders near the lake, and the prospect of permanent truck traffic if the road is left open; several members said they would likely favor weight restrictions and supported staff returning with options and a staff recommendation at the next council meeting.
