Planning staff outlines housing element outreach and a proposed short‑term rental ballot referral

Planning staff told the commission that the city’s housing element public outreach is beginning, with a community workshop scheduled for July 30 (6–7:30 p.m.) and a joint Planning Commission/City Council meeting on Aug. 12. Staff said the work is funded by a REAP 2.0 grant and timelines are tight because grant expenditures must be completed by Dec. 31.
Staff also alerted commissioners to a draft "hosted short‑term rental" ordinance that will be provided to the county for placement on the November ballot as a voter‑initiative referral; staff said the version circulating does not limit the measure to hosted rentals and does not cap the number of short‑term rentals. Commissioners were invited to comment at the council meeting and to provide written feedback.
Staff announced two RFPs: one for a preservation planner to help update design guidelines and another for design and environmental work on a pocket park near the Doris Foley Historical Library that will require NEPA review because it uses federal funding. The planner asked for future agenda time to consider window decals and signage rules in the historic district.
