Staff recommended the commission find the project exempt from CEQA and recommend approval to the city engineer.
A motion to find the project CEQA‑exempt and recommend approval with the 22 conditions listed in the staff report passed on a roll‑call vote; Commissioners Simmons, Nye, French and Chair Brown voted in the affirmative.
