El Rio/Del Norte MAC hears public-safety, transit and parks updates; approves minutes

During public-safety remarks Captain Robert Davidson introduced himself as the new captain for the headquarters station. Sergeant Untalan of the California Highway Patrol said officers "have done increased enforcement at RDV this past month with about 15 citations, ranging from crosswalk and speed citations," and reported several vehicle tows. He also said the CHP plans to return the radar trailer to the community and asked residents where it should be placed. The CHP noted a bicycle-helmet donation at Rio Plaza Elementary tied to an upcoming “coffee with the principal” event.
Vanessa Rauschenberger, general manager of the Gold Coast Transit District, provided a 2025 annual update on transit services affecting the area; the record notes the presentation but does not specify further details.
Colter Chism, Ventura County Parks director, outlined plans affecting the community center campus: moving the building footprint, reconfiguring parking, expanding the play area and adding electric-vehicle charging/parking. Ariana Castellanos of Supervisor Kelly Long’s office announced Ventura County Behavioral Health will hold a series of community meetings (in person and via Zoom) about Proposition 1 and its implications for mental-health and substance-use services. During public comment Sylvia O. said Heart of El Rio (HERO) will hold a cleanup and milkweed giveaway Sept. 20 on Simon Way. A library representative, Sherry of the Ventura County Library, said tutoring services have begun at the local branch. The council noted an upcoming Nyeland Acres community cleanup scheduled for Oct. 25, 2025.
On a procedural motion, Brenda Heredia moved to approve the minutes for June 25 and July 17, 2025, with a correction to the recorded call-to-order time; David Souza seconded and the motion was recorded as unanimously approved. The meeting adjourned at 8:14 p.m.; the next MAC meeting is set for Oct. 16, 2025, at 7 p.m. at the John C. Zaragoza Community Center.
