Staff said the Texas General Land Office reviewed and provided a comment letter and that staff quickly assembled the permit to allow ongoing construction to continue without delay. "We need to have this dune permit in place in order to let that construction continue," the planner said, noting GLO fast‑tracked its review and staff recommended approval.
Council voted to confirm consistency and accept the planning and zoning recommendation. Staff said the city will return with the more detailed dune permits and mitigation plans for sections requiring further mitigation work.
What happens next: Staff will process the follow‑up dune permits and mitigation plans for other sections of the Cinnamon Shore development as required by the coastal management plan, and construction in the affected tract may continue under the confirmed determination.
