Marion County commissioners approve proclamations, appointments and multiple contracts

At its April 2 meeting, the Marion County Board of Commissioners approved a proclamation for National Public Health Week, multiple appointments, contract amendments for leachate disposal and service agreements, an IGA for ALPR cameras, and set a procurement hearing for the Canyon Alerts project.
The Marion County Board of Commissioners met on April 2, 2025, in Salem and approved a series of proclamations, appointments and contracts spanning public health, public safety, land use and procurement.
Commissioner Kevin Cameron moved and the board approved removing an agenda item to appoint a district medical examiner so the board could review the proposed contract before making an appointment. The board approved a proclamation designating April 7–13, 2025, as National Public Health Week after a presentation from Wendy Zieker and Katie Mannina, who highlighted the county’s public-health work dating to a 1925 Child Health Demonstration Project and the 2025 theme, “Rooted in History, Growing in Health.”
On the consent calendar the board approved appointment orders for Jackie Follis as Chair and Christina McCollum as Vice-Chair of the Marion County Mental Health Advisory Committee and appointed Rebecca Hill to the Intellectual and Developmental Disabilities Advisory Committee. The board also approved a lease amendment with Paul Bryant, an invoice to Brown and Brown Insurance Services, Inc., and a quitclaim deed transferring tax-foreclosed property to a contract buyer.
Separately, the board approved an appointment of Melinda Hills to the Marion County Local Alcohol and Drug Planning Committee; board materials note Ms. Hills is a clinical supervisor at Bridgeway Community Health (Detox) and has lived experience in recovery.
The board approved several contracts and amendments: Amendment #3 to the River City Environmental, Inc. contract to add $1,000,000 (new total $4,750,000) for hauling and disposal of leachate from the North Marion Ash Monofill through June 30, 2026; an intergovernmental agreement amendment with the Oregon Department of Transportation adding $557,203 to initiate roundabout design as part of the I-5: Kuebler Boulevard–Delaney Road widening project; a contract for services with The Pathfinder Network for $206,813 to provide mentorship and reentry supports to Marion County Sheriff’s Office clients through Dec. 31, 2025; and an interagency ALPR (automated license plate reader) agreement with Salem and Keizer with a Marion County share not to exceed $10,000 through March 31, 2027.
As the Contract Review Board, the commissioners set a public hearing for April 23, 2025, to consider an exemption for an alternative competitive process for the Canyon Alerts Project; Commissioner Colm Willis abstained on that vote, saying he has concerns about accountability based on the process used for a prior radio project.
