Clifton schedules public hearing on Cox franchise renewal; Town awarded $814 DEQ litter-prevention grant

The Clifton Town Council directed the town clerk to consult the Town Attorney about legal requirements and authorized a public hearing on a Cox Communications franchise renewal to be held at the council’s Dec. 2 meeting.
Vice Mayor Steve Effros reported on the status of negotiations with Cox and the council voted to authorize scheduling a public hearing for review and approval of a new franchise agreement at its Dec. 2 meeting; Mayor Bill Hollaway moved the motion, Councilmember Chase Hinderstein seconded and the motion passed 6-0.
Separately, Councilmember Melissa Milne announced the Town was awarded a $814 litter-prevention and recycling grant from the Virginia Department of Environmental Quality for the July 2019–June 2020 program year. Milne said she will contact Chuck Rusnak to develop a plan for spending the funds; the grant documentation in the packet said payment processing may take up to two weeks by electronic transfer or up to 30 days if paid by check.
The council’s action scheduled the franchise review for public hearing and did not adopt terms of a franchise agreement; legal requirements and public-notice obligations will be addressed before any contract or renewal is approved.
