Monroe council approves visitors commission rules, consolidates polling locations for 2026; proposed proclamation amendment fails on tie

Ordinance on visitors commission: The council unanimously approved an ordinance repealing and recreating section 2-14-1 of the Monroe City Code to set the Visitors and Promotion Commission at five members, including representatives from the hospitality industry and residents. Elections resolution: The council also voted unanimously to combine wards and polling locations for the 2026 partisan primary and general elections, establishing City Hall, 1110 10th Avenue, as the single polling place and combining returns citywide. Proclamation amendment motion fails: Separately, a council member (speaker 10) asked to place on the next agenda a proposal to amend the mayoral proclamation language to remove an office-holder reference and instead attribute proclamations to the City Council. The motion to set the item on the next agenda resulted in a 4-4 tie; Mayor Donna Douglas cast the tie-breaking vote and voted no, so the item was not placed on the agenda. Speaker 10 referenced an email from Attorney Barthoff who, according to the speaker, advised that amending the proclamation may not be appropriate.
Other business: Council approved a motion to add short committee progress reports to the business-by-alder portion of future meetings to improve transparency. Alders also thanked staff and public safety personnel for help with a New Year's Eve event estimated at about 1,000 attendees.
