Town Treasurer Marilyn Barton provided financial highlights in meeting materials and in a supplemental email attached to the meeting packet, reporting the Town had received $51,433 in federal COVID-19 funding allocation tied to Fairfax County’s application. Barton explained eligible CARES Act expenses may include some town attorney fees, the Zoom subscription, signage, barricades, sanitation of town facilities and grants to businesses structured to comply with federal restrictions. She noted federal guidance generally prohibits using the funds to replace lost revenues.
The proposed operating budget in the packet lists total proposed operating revenues of approximately $202,300 and proposed operating expenses of about $263,957, producing a planned operating deficit of $61,657 that the document shows would be offset by prior-year funds. The capital improvements section includes a VDOT Transportation Alternatives (TA) - Main Street grant figure and a streetscape phase with substantial projected costs; the packet shows allocation of prior-year funds to offset capital project deficits.
Council members discussed forming a subcommittee of the mayor and vice mayor to consult with the town attorney and develop a policy on CARES Act grants and allowable uses, with the draft policy to return to the council at the June meeting. No final budget adoption occurred at this meeting — it was a public hearing and review of the proposed FY2021 budget and capital plan.
