On motion of Council Member Ryan Comer, seconded by Council Member Eugene Call, the Saltville Town Council directed Town Manager Cecile Rosenbaum to provide an electronic copy of the meeting packet to members of the town’s FOIA email list. The motion passed on a unanimous roll call vote (five ayes).
Council Member Comer raised two procedural concerns: why meetings were not being recorded and why meeting packets had not been sent to the FOIA email list. Town Manager Rosenbaum said she had not issued the request for proposals for recording equipment and that she had been instructed previously to send only the agenda to the FOIA email list, though she said she would “try her best to send out electronic copies to the mailing list.”
The council also confirmed that approved minutes had been posted to the town website, according to Rosenbaum. The vote to direct the town manager to provide electronic packets establishes an operational change; Rosenbaum will be responsible for implementation unless council provides further direction or policy language in a future meeting.
