Leon Valley council approves resolution to apply for state water infrastructure grants

The Leon Valley City Council voted July 14 to authorize filing an application to the Texas Water Development Board (TWDB) under the Water Supply Infrastructure Grant program.
David (Public Works Director) told council the state’s appropriation (House Bill 500) established funds for water projects, and the TWDB program is a one-time opportunity for communities to seek 100% grant funding for eligible work, including water supply and related infrastructure, system replacements, advanced metering infrastructure (AMI) and projects to resolve regulatory violations. "We also wanted to apply for AMI or advanced metering infrastructure for our water meters so that would replace all of the existing older touch-read method meters," David said, noting that AMI would apply only to Leon Valley customers.
David said the city is developing an application that will include priority projects (water-main replacement, meter upgrades and procurement of roughly 160 acre-feet of additional water rights). He told council that the TWDB uses a point-based scoring system and that communities with shovel-ready plans receive more points. Council asked about the possibility of partial awards; staff said it’s not yet clear how TWDB will allocate partial awards and that staff will report back if TWDB provides additional guidance.
Council member (speaker 2) moved approval of the resolution, which the council approved by voice vote. Staff said the application deadline is at the end of July and that award decisions have not been announced.
The resolution authorizes staff to submit the formal application and to work with TWDB on grant requirements if awarded.
