County approves $26 million amendment to PacificSource contract to shore up youth wraparound services

The Marion County Board of Commissioners voted unanimously to approve Amendment #12 to the incoming funds Participating Provider Service Agreement with PacificSource Community Solutions, adding $26,000,000 for a new contract total of $114,172,591.
Katrina Griffith presented the amendment and said it preserves outpatient mental health services, addiction treatment, crisis response and public health services for Oregon Health Plan members served by Marion and Polk counties. Griffith said PacificSource is increasing all service rates by 3.4% in 2025 and that three service codes ' skills training, peer support and case management ' were moved from capitation to fee-for-service to sustain wraparound services and Assertive Community Treatment (ACT).
The amendment also updates Medical Loss Ratio (MLR) reporting timelines and revises Youth Fidelity Wraparound contract language to reflect updated Oregon Administrative Rules (OARs) concerning references, training and documentation requirements. Board discussion emphasized the county's collaboration with PacificSource to improve reimbursement for wraparound services and the need to expand access for vulnerable youth.
Commissioner Colm Willis moved to approve the amendment; Commissioner Kevin Cameron seconded and the motion passed by unanimous voice vote.
