Plan Commission recommends Alliant Energy easement for Eugene Hotel parcel

The Monroe Plan Commission voted to recommend that the common council approve an easement requested by Alliant Energy to place a three‑phase transformer in the 11th Street parking ramp lot to serve the Eugene Hotel project.

Al, an Alliant Energy representative, told the commission the upgrade was necessary because the building could not accommodate the transformer on the roof or building sides without “too much obstruction or structural issues.” He said the transformer would occupy the two handicap stalls on the southeast corner of the lot and that the equipment would be above grade while most distribution would be underground. “This is for Alliant energy and it's in conjunction with the Eugene Motel project,” Al said.

Commissioners asked whether the easement would prevent future uses of the ramp or an expansion of parking. Al said Alliant would work with the city on any future changes and that transformers sometimes can be reconfigured or shifted within a structure. Commissioners also noted the city’s long-term interest in additional lots for parking; staff said acquisition attempts had been unsuccessful.

After discussion, the commission put the recommendation to a roll-call vote and approved forwarding the easement request to the common council. The roll-call in the transcript recorded votes for Mayor Douglas, Alder Schafer, Ron Spielman, Dave Wartweiler (transcribed also as variants), and Lewis Carus as voting aye.

The recommendation is advisory; final approval rests with the common council, which will receive the commission’s report and the easement proposal for its own consideration.
