Bloomfield Hills approves library millage resolution for November ballot

The Bloomfield Hills City Commission approved a resolution July 14 to place library-millage language on the Nov. 3, 2026 ballot.
Staff explained the city’s current contract with Baldwin Public Library of Birmingham automatically renews but millage caps must be reauthorized periodically; state law limits millage authorizations in length, and the city must submit ballot language by the August commission meeting. The proposed resolution would permit up to a 0.52-mill cap, although staff noted the city has been levying 0.36 mills in recent years and plans to continue reviewing the levy annually during the budget process.
Commissioners approved the resolution by voice vote. Staff said finance leadership will monitor property-value changes and recommend adjustments to the commission as part of the regular budget process.
