Councilors said the matter likely involves three avenues: criminal/public-safety enforcement for underage drinking or disorderly conduct, zoning enforcement for a prohibited home-based business, and health-district review to determine public-pool status. Council asked staff to continue investigations and update the neighbors on enforcement steps.
