Council member Ovi Popescu raised the idea of an outside review and later described tools—software and analyses—that could examine contractor selection, change orders and billing patterns. Popescu framed the proposal as a way to better understand where money is going and whether procurement processes could be improved.
Other council members pushed back on the cost and the premise that there is evidence of misuse. One council member said the city’s audit system provides protections against misuse and cautioned against spending taxpayer dollars for a review that may duplicate existing audits. The city manager and other council members proposed intermediate steps: an internal workshop, targeted questions the budget committee could pursue, or software to analyze contracts before commissioning a forensic review.
On new business, staff presented an RFP draft for strategic planning consulting services, with estimated costs of roughly $60,000–$100,000. Council members debated whether to first hold internal workshops and wait for a pending community survey (due in August) and a fire‑department strategic plan report (expected in August) before contracting a consultant. Council agreed to review the survey results and the fire strategic‑plan report and to target a late‑September workshop to develop shared priorities before deciding on consultant engagement.
No contract for a forensic review was authorized; council asked staff to return with more detailed options and to continue the budget‑committee review and internal workshops.
