Franklin board approves consent agenda, rezones and appointments; funds Crothers Parkway sidewalk

The Board of Mayor and Aldermen cleared a series of routine and legislative items July 14, approving the consent agenda (items 15–23) unanimously and advancing multiple rezoning items and appointments.
Appointments and reappointments: The board appointed Ken Moore, Clyde Barnhill, Greg Caesar and Matt Brown to the pension committee (unanimous). It reappointed Dana Coase to the Development Services Advisory Commission by unanimous vote.
Rezoning and public hearings: The board set public hearings for several ordinances and PUDs, including Ordinance 2026-07 (rezoning roughly 7.031 acres to Regional Commerce PD at 2408 and 2412 Goose Creek Bypass), Ordinance 2026-15 (Denson PUD at 137 Natchez Street), Ordinance 2026-16 (Iris Place PUD at 500 Westmead Boulevard), and Ordinance 2026-17 (Poplar Reserve PUD north of Clovercroft Road). Each item was advanced by motion and passed on first reading or set for public hearing with unanimous votes.
Resolution 2026-47 (annexation): The board voted unanimously to adopt Resolution 2026-47 to establish a public hearing on the annexation of approximately 22.7 acres north of Clovercroft Road (public hearing scheduled for Aug. 11, 2026). Janet Curtis spoke during public comment expressing concerns about driveway access, impacts on nearby homeowners, and why staff recommendations had differed from the planning board’s recommendation. Board members acknowledged her concerns while proceeding to set the hearing.
Sidewalk funding: The board approved Resolution 2026-61, authorizing funding for a 5-foot sidewalk on Crothers Parkway from Beaman Drive to the Crothers Parkway Bridge; the measure passed unanimously.
