Planner Kobe Gallano said the changes would not expand the areas where gasoline service stations may be established but would provide flexibility for the existing Costco fuel station to better serve customer demand and improve vehicle stacking. Staff recommended limiting canopy signage to one 20‑square‑foot sign per side (maximum of four) and noted the administrative review for the associated AR application to expand fueling capacity is contingent on the handbook amendment.
Riley Johnson, representing Costco Wholesale, said his team generally agreed with staff’s recommendations but requested a minor correction to the sign‑standards language to match the redlined exhibit. No members of the public registered opposition during the hearing.
A commissioner moved to forward the handbook amendment to city council based on the listed findings; the motion was seconded and the commission recorded a unanimous vote to recommend approval to council.
