Franklin proclaims Leadership Franklin Day, honors Buffalo Soldier George Jordan and hears LEAP nonprofit briefing

Mayor Ken Moore used the July 14 meeting to issue two proclamations and to recognize local nonprofits and staff. He proclaimed July 30, 2026, as Leadership Franklin Day in recognition of the program’s 30th anniversary and its alumni projects that have contributed to Franklin’s parks, public art and civic programming. Paula Harris accepted the recognition and said the group will celebrate with events at Bicentennial Park.
The mayor also read a proclamation honoring Sergeant George Jordan, a Buffalo Soldier and Williamson County native recognized for actions during the late 19th century; Moore proclaimed July 28, 2026, as Sergeant George Jordan Day in Franklin to honor his military service and Medal of Honor award.
During citizen comments, Stephanie Tillman and Lynelle Weathers briefed the board on LEAP, the Law Enforcement Assistance Partnership. Tillman said the volunteer nonprofit provides confidential financial support for Franklin police officers facing medical emergencies or family hardship, offers scholarships for officers’ children, and organizes appreciation events. Lynelle Weathers, the board president (introduced by Tillman), described program operations and funding (community donations and events) and said LEAP has no paid employees.
City staff also presented an All-America City recognition the city recently received in Denver; staff recognized retiree Kevin Townsville and introduced new management fellows who recently joined the city team.
The proclamations were ceremonial recognitions and do not create new policy or budgetary obligations. The LEAP briefing was informational and the board thanked the presenters.
