Board approves additional sewer flow for 24 Canal Road and one-bedroom at 27 South Orleans Road

The Orleans Board of Water and Sewer approved two separate requests for additional allocated flow: a larger allocation for a redevelopment project at 24 Canal Road and a small single-bedroom increase at 27 South Orleans Road.
Tara McGrail, an engineer with Tighe & Bond, told the board the 24 Canal Road proposal adds an 8,000-square-foot building with 20 new bedrooms and a Title 5 design flow increase of about 2,200 gallons per day; measured existing water use averaged roughly 3,400 gpd over the past three years. McGrail said post-construction total site flow would be about 11,608 gpd. "This request that's before you is for an additional flow allocation of 2,200 gallons per day," she said.
Town staff calculated the compensatory privilege fee for the sewer component at $102,049.37 (60% of the Title 5 addition assumed for sewer). Rich Waldo, director of public works, and Veolia staff reviewed the collection system and said they had no concern about handling the additional flow. "It is connected to a gravity system. I have no concern of our ability to handle the additional flow in the collection system," Waldo said.
After questions about laundry machines being carried forward and about tracking allocated versus actual flow for future capacity planning, the board voted to approve the 24 Canal Road allocation. The roll-call result in the meeting record was 7-0-0 in favor.
The board also approved a separate request to add 66 gpd for a bedroom above a garage at 27 South Orleans Road; that motion passed by roll call (recorded as 7-0-0).
Why it matters: these allocations increase the town's committed Title 5 flow and are part of the planning steps developers must take before permitting; staff said the town is tracking allocations vs. measured flows in a database to monitor remaining plant capacity and to inform future expansion decisions.
Next steps: staff will record the allocations, collect the compensatory fee, and continue tracking allocated versus actual flows to determine available Title 5 capacity for future projects.
