Board approves Narcan replacement and authorizes up to $5,000 in small opioid-abatement grants by staff

An Orleans Police Department representative updated the board on the town’s opioid-abatement account and requested replacement Narcan for expired units. The presenter said the account currently holds $54,696.59 and that Orleans has received $129,057.62 in abatement funds since 2022. The department requested 24 single-use 4 mg Narcan units (two per box at about $60 per unit), a purchase estimated at $1,440.
"This is absolutely an approved use of the funding," the representative said, describing prior uses for recovery coach services and consulting projects.
The board voted to approve the Narcan purchase; motion carried unanimously (4-0-0).
Separately, staff proposed delegating administrative authority to the health department to approve smaller Orleans Emergency Services requests to speed responses. The board discussed a dollar threshold and agreed on $5,000 or less as the upper limit for staff approval, with subsequent notice to the board. A motion formalizing that delegation — "health department staff have the authority to grant applications up to $5,000 on their own recognizance with subsequent notice given to the board" — passed unanimously (4-0-0).
Next steps: staff will process the Narcan purchase and will implement an administrative approval process for opioid-abatement requests up to $5,000, notifying the board after approvals.
