Select Board workshop advances most budget and administrative policies, holds investment policies for later review

The Select Board on May 20 moved to advance the bulk of a policy packet while postponing investment-related items for a later presentation.
Staff member laid out the packet, listing E1 through E11 and recommending removal of E8 and E9 for separate discussion. "And E1 is the budget policy," the Chair noted during the review. Staff member summarized that the three policies already reviewed were the enterprise fund policy, the debt policy and the general operating reserve policy, and that the board would consider adding E2, E3, E6, E7 and E10 to that group.
Members pressed for clarity on which items were being advanced; one member asked that the board hear a short presentation on how the town invests so questions about returns and alternatives could be answered. Staff member recommended bringing staff with investment expertise to respond to those questions.
When the motion to advance the listed policies but hold E1, E8 and E9 was offered and seconded (the mover was identified as Kevin and Mary seconded), the Chair called a voice vote. "All in favor, say aye," the Chair said; members responded "Aye," and the motion carried.
After the vote staff and members noted some packet confusion — missing entries for E2 and E4 on the handout — and agreed staff would correct the materials so the agenda packet matches what was discussed.
The board did not adopt any investment policy at this meeting; members asked staff to return with a short presentation and supporting materials so the board can consider E8 and E9 with clearer financial context.
The workshop proceeded to its next agenda items after the policy motion.
