Commission adopts $16.9 million budget amendment, moves to quarterly amendments

The commission on Feb. 11 approved Resolution O225, adopting a set of quarterly budget adjustments that recognize previously unrecorded funds and reorganize appropriations for capital projects, grants and reserves.
Finance Director Joanne Drury described three types of adjustments in the quarterly amendment: budget‑neutral transfers, recognition of unanticipated revenues (including grants and carried forward unspent resources), and adjustments aligning the budget with prior commission decisions. She said the package would increase the fiscal year 2025 budget by $16.9 million—from $167.9 million to $184.8 million—and that most of the change reflected one‑time capital and grant funding rather than ongoing operating costs. “These adjustments will increase the fiscal year 2025 budget by 16,900,000,” Drury said.
Commissioners asked whether the new auditors could review the adjustments and why certain hurricane repair and police accounts had been charged for culvert repairs. Drury and commissioners said auditors could be engaged separately to audit these items, and staff explained that some hurricane‑repair budgets were not FEMA‑eligible and required internal transfers.
The resolution passed on a roll‑call vote.
