Committee authorizes negotiations with Allied Vet Specialty Center for East Campus veterinary facility

The Minuteman Regional Vocational Technical school committee voted unanimously on July 7 to authorize the administration to enter contract negotiations with Allied/Ally Vet Specialty Center LLC for the development and operation of an East Campus Veterinary Science and Life Sciences Education Center in the Tremont Building.

Nikki (label S6), who ran the RFP process, told the committee the district posted the RFP and received one responsive proposal on May 14. A review committee that included administrators, instructors and board members interviewed the proposer, requested clarifications, completed reference checks (including colleagues, landlord contacts and program oversight references) and concluded the proposal was responsive and the most advantageous for Minute Man. The committee recommended moving to negotiations with legal counsel supporting the process.

Superintendent (S3) and committee members stressed that the vote authorizes negotiations only — it does not approve a partnership or a final contract. Most negotiation details and bargaining strategy will occur in executive session, and any final agreement will return to open session for a public vote. The superintendent said this step is necessary to allow the district to discuss terms and reach an agreement, and that without a vote the district cannot begin confidential negotiations.

Committee members asked whether the proposed space would include classrooms for vet tech and health-assisting students and were told the RFP sought classroom space integrated with clinical operations; the model described is a teaching-hospital arrangement where students would have on-site clinical experience rather than being bused elsewhere for clinical hours. The proposer reportedly offered to renovate and lease the site; some elements remain confidential and subject to negotiation.

Motion details: the motion to authorize negotiations was presented by a committee member (label S5) and seconded; the vote in open session was unanimous (nine in favor). The committee scheduled executive-session work to begin contract negotiations; if negotiations succeed the board will review and vote on any final contract prior to execution.

Next steps: administration and legal counsel will begin executive-session negotiations, assess key provisions (including classroom allocation, clinical supervision, lease terms, and insurance/indemnity language) and bring recommended contract language back to the school committee for public consideration.
