Council approves several ordinances and resolutions, files local state of emergency ahead of Florence

Henderson City Council approved a package of ordinances, resolutions and budget adjustments during its Sept. 10, 2018 regular meeting and formally filed a local state of emergency in advance of Hurricane Florence.
Among the items adopted or authorized: Council approved Resolution 18-57 to rename the utility reconnection fee to a non-payment fee and revise administrative language in the Customer Service Policy (motion by Sara M. Coffey; second by William Burnette). The council approved Ordinance 18-50 on first reading to renew a 30-year franchise with the Public Service Company of North Carolina (PSNC) through 2048; staff noted the agreement will be reviewed for mapping and street-cut issues.
Other actions included approval of Change Order #1 and the final adjusting change order for the ROBCO Manufacturing sewer-line project with a recommended transfer of $2,000 from contingency to the construction line (Resolution 18-51 / Ordinance 18-48), and adoption of Ordinance 18-47 amending Section 10-20 of the City Code on noise violations; Police Chief Marcus Barrow said enforcement will be complaint-driven, initially education-focused, and that the department plans to buy four decibel meters and a calibrator.
Council also authorized use of reserve funds to replace a failed 20-ton HVAC unit at the Operations Center (Ordinance 18-49), approved an agreement with Duke Energy Progress to allow banner hardware on power poles (Resolution 18-58), and ratified the submission of an Edward Byrne JAG grant application for $17,752 to be split with Vance County (60% City / 40% County). The Consent Agenda also included closing out the Sandy Creek Pump Station CIP and approving July 2018 tax releases and refunds.
On emergency preparation, City Manager Frank Frazier outlined steps for Hurricane Florence — including fill-up of generators, clearing storm drains and prioritizing main thoroughfares — and Council voted to file a local State of Emergency Declaration (motion by D. Michael Rainey; second by Sara M. Coffey). The meeting adjourned at 7:40 p.m.
