Council funds street resurfacing, eyes knuckleboom replacement and cemetery escrow options

Council reviewed multiple Public Works requests during the May budget sessions, including street resurfacing, stormwater and sanitation equipment.
City Manager Frank Frazier proposed $226,000 for street resurfacing and/or storm-drain replacement, with a $200,000 line item specifically identified for resurfacing. He also noted a $305,000 allocation for street lights driven by recent annexations. Public Works Director Andy Perkinson reported about 20 tons of salt were used during the most recent winter and discussed sidewalk and storm-sewer prioritization.
Sanitation plans include acquisition of a knuckleboom truck, a leaf machine and leaf boxes. Staff reported the current knuckleboom truck requires a new motor (estimated $30,000–$35,000); Council consensus was to search for a demonstration truck with a full warranty rather than repair. Manager also explained a Waste Industries contract increase (~$17,850) but said no sanitation rate increase was proposed because the budget balanced without it.
Cemetery maintenance for Elmwood and Blacknall remains a contracted service; Mr. Frazier and the City Attorney have researched whether escrow funds could be used for Elmwood work but said any use would require State Cemetery Commission approval.
