Council agrees to pursue outdoor pavilion project; staff to return with details

City Manager Frank Frazier presented a work session on Jan. 17 regarding a proposed outdoor pavilion and a related FY19 Budget Amendment (#26) authorizing use of General Fund balance and a contract with H.G. Reynolds for grading, concrete and other work in the amount of $184,516.
Mr. Frazier said the council originally authorized $30,000 for the project; Dewberry provided a conceptual landscape and separate grading estimate of $138,784. He reported ROBCO plans to donate an aluminum pavilion structure, PSNC provided a $1,500 check, and staff received an oral commitment to extend a $3,500 landscaping/tree planting grant’s timeline. Mr. Frazier said General Fund revenues remain sufficient and he believed fund balance could be used to complete the project.
Council Member William Burnette asked whether electric service and lighting were included; Mr. Frazier said electric would be included but a price had not been obtained. Council Member Marion B. Williams asked whether ROBCO’s proposed name for the pavilion ("Alumadock") was final; Mr. Frazier said naming needed further discussion and Council Member Garry D. Daeke suggested a meeting with ROBCO staff.
After questions about scope, cost and donor recognition, the council reached consensus to proceed with further due diligence and asked staff to return with finalized cost estimates and legal documents related to donor recognition. Mr. Frazier plans to bring the ordinance and budget amendment back to council in February for formal action.
