City Manager Frank Frazier asked the Council to begin covering the early-phase debt service for a $15 million renovation to the Kerr Lake Regional Water (KLRW) plant by recommending a 5% increase in charges tied to regional water costs.
Frazier summarized KLRW’s role — providing water service to Henderson, the City of Oxford and Warren County — and outlined ongoing projects including a 20 million gallons per day plant upgrade and two current debt-service items: the KLRWP Raw Water Improvements (scheduled to be paid in full in 2019) and the High Speed Pump Project. He said revenues have been steady and that sufficient funds exist to begin covering the renovation’s first-phase debt service.
KLRW Director Christy Lipscomb answered a council question about personnel costs, which Frazier said are incorporated in a proposed 5% employee increase. The recommended departmental budget for KLRW in these sessions was $5,024,000; Council did not take a separate rate-setting vote in the segments reviewed, but the manager framed the 5% recommendation as part of overall fund planning.
Council members asked for clarification on cost allocations and implementation timing; no formal rate ordinance was adopted in the recorded segments. Staff will carry the recommendation forward as part of the formal FY2018-19 budget process for adoption at a later meeting.
