Ridgway committee approves deed-restricted sale of Vista Park Commons Lot 8 to local applicant

On Dec. 10, the Town Council sitting as the Workforce and Affordable Housing Committee approved the qualification and transfer of Lot 8 in the Vista Park Commons planned unit development to applicant Ronnie Rodriquez and asked staff to record a standardized deed restriction outlining initial sale price and an appreciation cap.
Town Planner Kemp presented the staff report and said the Vista Park Commons PUD plat, recorded in August 2023, created 22 residential lots with two designated as deed restricted. Planner Kemp said the plat notes require buyers to live in Ouray County, earn a majority of their income within the county, and have income not exceeding 80% of the area median income; based on the materials submitted she stated the applicant meets those requirements.
Jack Young, the developer of Vista Park Commons, spoke from the audience in support of Rodriquez, saying, "Ronnie has worked for me for over 20 years," and arguing that the smaller deed-restricted units are "the most expensive units in the project to build per square foot." He suggested shifting some up-front costs, saying the "most cost effective way" is to "charge the developer up front and put it on Town property." Tony Brandt, president of the Vista Park Commons Homeowners Association, said the HOA supports the application, calling Rodriquez "an ideal candidate" who will provide a "constant presence" in the neighborhood as the development's maintenance employee.
Committee member Michelle Montague moved to approve the request to qualify and transfer Lot 8 to Ronnie Rodriquez and to direct staff to record a more standard deed restriction that would identify the initial sale price, an appreciation cap, and provisions related to qualification and enforcement for future purchasers. Josey Scoville seconded the motion, which carried unanimously among the six members present. Polly Kroger was absent.
The committee's action authorizes transfer under the PUD's recorded restrictions; the specific initial sale price and the numeric appreciation cap were not specified in the meeting record and will be set in the deed restriction recorded by staff. The meeting adjourned at 5:45 p.m.
