Osceola Public Schools board approves 2025–26 budgets, recognizes teachers' bargaining unit and updates policies

The Osceola Public Schools Board of Education voted unanimously on Sept. 8 to approve the district’s 2025–26 budgets, recognize the Osceola Education Association as the bargaining agent for certified staff for the 2026–27 school year, adopt updated option-enrollment numbers in Board Policy 5004 Appendix 1, and approve revisions to the district Emergency Operations Plan.
President Michael Neujahr called the meeting to order at 6:56 PM and noted that a current copy of the Open Meetings Act is posted in the meeting room. The board approved the consent agenda on a motion by Board member Anthony Mestl, seconded by Board member Eric Yungdahl; the consent agenda included approval of the previous meeting’s minutes, the treasurer’s report and payment of general fund claims totaling $371,884.78. The vote was recorded as unanimous: Jennifer Boruch, Anthony Mestl, Daisy Naber, Michael Neujahr, Jena Ockander and Eric Yungdahl voting yea.
On a motion by Board member Jena Ockander with a second by Board member Daisy Naber, the board adopted a resolution to set updated numbers for accepting option-enrollment students in Board Policy 5004 Appendix 1 as recommended by administration and to repeal prior resolutions not incorporated in the new resolution. The motion passed unanimously.
The board moved to approve updates to the district Emergency Operations Plan on a motion by Board member Jennifer Boruch, seconded by Board member Anthony Mestl; the board approved the updated EOP unanimously.
Board member Anthony Mestl moved, and Board member Jena Ockander seconded, a motion to recognize the Osceola Education Association (OEA) as the bargaining agent for certified teaching staff for the 2026–2027 school year; the motion passed on a unanimous vote.
The board also approved the 2025–26 budgets for the general fund, depreciation fund, employee benefit fund, school activities fund, school lunch fund, bond fund, special building fund and qualified capital purpose undertaking fund on a motion by Board member Jennifer Boruch with a second by Board member Jena Ockander. That motion passed unanimously.
