Ridgway committee grants exception to work requirement for townhome owner

The Town Council, meeting as the Workforce and Affordable Housing Committee, voted unanimously on Jan. 14, 2026, to grant an exception to the committee's minimum work standard for Ridgway Townhomes homeowner Olivia Gundrum.
Eva Henson, the town's new housing administrator, told the committee that a routine bi‑annual compliance check of the 14 households at Ridgway Townhomes found Gundrum has been employed full time in San Miguel County since August 2024 and therefore no longer meets the committee's Ouray County minimum work standard. Henson introduced the staff report dated Dec. 10, 2025, originally filed by outgoing Housing Administrator Jim Kolnik of Impact Development Services.
Gundrum addressed the committee and described her employment history: she said she purchased the townhome two years ago while working part time under contract for the Ouray and Ridgway school districts, and that she accepted a full‑time, benefited position as a Board Certified Behavior Analyst with the Telluride School District. "I would love to work in Ouray County," Gundrum said, "but they can only offer a part time position."
Committee member Michelle Montague moved to grant the exception with conditions: the applicant must meet all other requirements of the covenant and guidelines except the Ouray County minimum work standard, and must meet the minimum work standard in San Miguel County. Polly Kroger seconded. The motion carried unanimously on a roll call vote.
The committee took no further action. The meeting convened at 5:35 p.m. at the Ridgway Community Center and adjourned at 5:45 p.m. Pam Kraft, the town clerk, recorded the minutes. Beth Lakin was noted as absent from the meeting.
