Home Trust of Ouray County presents housing-services director work plan to Ridgway council

Eva Henson, Housing Services Director with the Home Trust of Ouray County, introduced herself to the Ridgway Town Council on Jan. 14 as the new Affordable Housing Services Administrator for the town, city and county and presented a fourth-quarter 2025 update and a 2026 County-wide Housing Services Program work plan.
Henson said she was hired in October 2025 under an intergovernmental agreement partially funded through a Local Planning Capacity Grant to help the three governmental partners meet Colorado Proposition 123 affordable-housing commitments. She described the Housing Services Director role as including intergovernmental liaison and stakeholder collaboration, financial management and reporting, Proposition 123 compliance and reporting, deed-restriction management and administration, program development and resident support services. Henson presented sections of the 2026 work plan with deliverables and timelines organized around those responsibilities.
The Town Manager thanked Jim Kolnik with Impact Development Services for serving as housing administrator in previous years. Council did not take formal action during the presentation; Henson’s work plan will guide county-wide housing-services coordination in 2026.
