Oklahoma County PBA approves $140,520 contract for Metro 1 parking garage repairs; entrances to close during work

The Oklahoma County Public Building Authority on a voice vote approved a $140,520 contract award to Impact Contractors for P26410-7, repairs to the Metro 1 parking garage.

Facilities manager Keith Monroe described the work as extensive and said both entrances to Metro 1 will need to be closed while crews make permanent repairs. "There's going to be pain and suffering when we begin this over there in Metro 1 because both entrances to Metro 1 will need to be closed," Monroe said, adding that basement parking under the first floor will also be affected.

Procurement staff told trustees they received seven bids and recommended Impact Contractors as the "lowest and best" bidder based on the vendor’s understanding of project requirements and ability to complete the work to specifications. Staff reported the tabulation and evaluation led to the recommendation despite other bids being numerically lower on the price list.

Monroe and staff estimated the project would run about 60 days, though they said contractors indicated the work could be completed in closer to 30 days if conditions are favorable. Monroe flagged the revenue impact during construction: "We have generally, about $1,500 a day cash customers, generally," he said, noting those receipts will be forfeited while entrances are closed.

Trustees moved and seconded approval of the bid recommendation and approved it by voice vote. Staff said the engineers’ approach calls for pouring and testing segments in place so each completed segment meets design expectations before reopening affected access points.

Trustees were told the selection balanced price and demonstrated qualifications; staff emphasized doing the permanent repair correctly to avoid repeated closures. The PBA approved the award and then proceeded to approve related claims and contracts before adjourning.
