Richardson County commissioners approve road contract, law-enforcement tech agreement and funding for child advocacy center

The Richardson County Board of Commissioners on April 22 approved a construction contract for the Dawson NW C-74(2023-05) road project, a one-year maintenance agreement for county fingerprinting services and a $1,250-per-year contract with a child advocacy center, and recessed briefly into executive session to discuss possible litigation.
Chairman John Caverzagie called the meeting to order at 9:00 a.m. and the board quickly approved the minutes of its April 15 meeting and the posted agenda. Highway Superintendent Steve Darveau Jr. updated the board on routine road and bridge maintenance before commissioners turned to a contract award.
Commissioner Karas moved to approve a contract with Van Dorn Valley Construction LLC for the Dawson NW C-74(2023-05) project; Commissioner Campbell seconded. The contract directs construction to begin May 18 with planned completion on June 19, 2026. The motion passed on a roll-call vote with Karas, Campbell and Caverzagie voting aye.
In a separate action, Chief Deputy Sheriff Dexter Holiday reported routine Law Enforcement Center business and the board approved a maintenance and support agreement with Nebraska Live Scan-as-a-Service (LSaas) provided by IDEMIA for May 2026 through May 2027. Commissioner Karas moved the agreement, Campbell seconded, and the motion passed by a unanimous roll-call vote.
The board voted to authorize County Attorney Samantha Scheitel to sign an agreement with the BraveBe Child Advocacy Center, effective July 1, 2026, at an annual cost to Richardson County of $1,250. Commissioner Karas moved the measure and Commissioner Campbell seconded; the motion passed on a roll-call vote.
Commissioner Caverzagie moved to recess into executive session at 9:58 a.m. with EMA Director Brian Kirkendall and County Attorney Samantha Scheitel to discuss possible litigation and for the protection of the public interest; Karas seconded. The roll-call vote was Karas-aye, Campbell-nay, Caverzagie-aye. The board closed the executive session at 10:03 a.m. and returned to the regular meeting on a subsequent unanimous roll-call vote.
The board also moved to allow payment of claims submitted that day. The meeting record lists the claims totals available for public inspection as: General Fund $72,905.37; Road & Bridge Fund $81,373.34; Sheriff Commissary Fund $1,233.36. Commissioner Karas moved to adjourn at 10:35 a.m.; Commissioner Campbell seconded and the motion carried. The board will meet again on April 29, 2026, at 9:00 a.m.
